Shelby County is the largest county in Tennessee, both in terms of population and geographic area; Memphis is its largest city, with a population of approximately 654,723. Shelby County has observed a significant increase in the number of fatal opioid overdoses over the past several years. Opioid overdose deaths doubled from 79 to 159 in just six years (2012–2017), and over a ten-year period, from 2008 to 2017, the number of deaths quadrupled. Shelby County jails currently offer medically supervised withdrawal and maintenance treatment for pregnant women and would like to expand MAT to all inmates with opioid use disorder and increase connections to treatment providers in the community.
