The Orleans–St. Bernard–Plaquemines tri-parish area in Louisiana encompasses New Orleans as well as several wildlife management areas and many small islands. Approximately 40 percent of the population lives at or below the poverty level. In 2018, opioid-related deaths exceeded homicides in New Orleans for the first time ever, with more than 190 opioid-related deaths in the region and more than 1,200 opioid-related emergency room visits. Orleans Parish is using its Building Bridges implementation funding to provide supplies and resources—including items like backpacks, clothing, toiletries, bus passes, etc.—for individuals with substance use disorder who are leaving its jail. These supplies will help support individuals experiencing homelessness or housing instability post-release, a particularly high-risk time for individuals to overdose.
